If the front wheel was taken off and improperly re-installed, this can be the result. This is the info I found on my search copied from other conversations and posts on this forum. I didn't find anything in the Clymers except how to remove the front tire. So now I knew it was in the front hub but didn't know how it worked so started reading here and in my Clymers manual. I spun the cable from the top and looked at the bottom to see if the cable was broke it was spinning so I knew the cable was good so that eliminated the cable being broke. Next I removed the cable where it attaches to the hub, its just a small keeper scew and then pull it out. So now I knew there was a problem somewhere between there and the front tire. After removing it from the bottom of the speedo I gave my front tire a spin and looked to see if the cable was spinning nope not spinning. First you have to trace where the problem is so I started by taking my head light out to get to the top of the speedo cable where it attaches to the speedometer. So I had been trying to figure out why my speedometer was not working on my 1978 ct90 and I had done some searching with little luck.
